Vaccine Clash Increased
This time it is clear that there is no better coordination between the Center and the states, which is being borne by the common people. First, there was a dispute between the Center and the states about Kovid vaccination. However, it started in January this year, when the center started the work of getting the vaccine given to the people by keeping the process under its control. The central government used to send vaccines to the states. Since then, the opposition states have sought the right to process and procure it. But until the second wave intensified, the central government kept the demand of the states aside. On this issue, Congress President Sonia Gandhi, former Prime Minister Manmohan Singh wrote a letter to PM Modi, then the Chief Ministers of Congress ruled states also demanded. When the second wave of Kovid intensified, the central government, agreeing to their demand, gave the states the right to decide everything from May 1. The right to vaccinate people above the age of 18 years was given to the states, but here too the matter was stuck about the price. The vaccine companies have asked the Center to give the vaccine at a low cost and to the states at a high cost. States objected to this, as well as raising questions about supply.
The Center argued that the vaccine it is buying at a lower price will also be supplied to the states. The Center says that there are still many of those who are already getting vaccinated above the age of 45 years, for which the Center will continue to supply as before. But opposition states accused the central government of inequality that it was not maintaining transparency in its supply. Now, when the next phase of vaccination starts from May 1, this controversy may increase further. Congress-ruled states have already said that they do not have a vaccine to start vaccination on that day. There was a tussle between the Center and the states on the vaccine, that debate on supply of oxygen also started. The states blamed the central government for this, but the Center said that the states should have arranged it. Although remember the first wave of Kovid, there was not so much confusion at that time. The Home Ministry, under the Pandemic Act, was then successful in keeping uniformity in all directions. However, even then at times the states at their level had taken out their orders contrary to the guidelines of the Center, on which the issue of authority between the center-state was raised. But overall, such a situation did not come, as is being seen this time. The states accused the central government of this and said that it was deliberately running away from responsibility. But the central government said that the states have been given the right to take decisions according to the prevalence of the epidemic in their own right, in which there is nothing wrong. That is why the Center did not impose a nationwide lockdown and empowered the states to do so.
There was a dispute over Ayushman plan as well
The list of such disputes and differences between the central and state governments is very long. Recently, there were differences between the two on the issue of implementing programs related to Ayushman scheme. Some states called it entry into their jurisdiction and refused to implement it immediately. According to experts, such differences have been occurring due to politics, and there will be no effect of making clear laws for this. As far as the law is concerned, there have been many attempts in the past several decades to bring clarity in this, so many proposals are still pending for years. One such recommendation is the Birch Commission, on which there has been a dispute between the center-state. According to the recommendation of the Punch Commission set up during the UPA government, when it comes to national security in an emergency, there will be no need for the permission or consent of the states for the deployment of military or para military in the states.
Let me tell you that in 2008, the committee, headed by former Chief Justice of the Supreme Court, Justice MM Panchi, gave its report on better relations between the Center and the states, in which this proposal was mentioned. Now the Home Ministry wants the consent of all the states on this issue and a fresh initiative can be taken for this. According to the proposed recommendation, in matters related to national security, the central government can take protective measures within the country. This is needed in cases of terrorist attacks, riots or other such cases. State governments are opposing the proposal for two reasons. The first is that they believe it to interfere with their independence, and the second is that there is no clarity in the basis for it. For this reason, for the last decade, there was no consensus on this issue, nor could any other path be opened up.
